Top Management’s Roles

The CEO should also be a mini-company president for his area of responsibility. He or she should practice the same basic discipline as the others. Although the CEO may have less time for reflection, he or she must answer all questions that were raised for the mini-company in chapters 2 and 3. The CEO should also ask these questions of his staff to assure the integrity of management in practice. Top management needs to then develop a comprehensive management system utilizing such means as a bankers’ meeting, open day, and the glass wall.

“Policy management” is an approach that assures that the whole organization is focusing its energy on critical issues and that the heartbeat of PDCA is present. The CEO should go through the cycle of review in the bankers’ meeting using charts like exhibit 4.4. Even though top management may not control total operations, they must be able to clearly describe the critical issues of the business and have a mechanism to assure that the organization is functioning to address them. If they cannot, that is the worst kind of problem an organization can have. Practicing the mini-company idea at the top will help address this point and enable the CEO to be master of his destiny himself.

Here are key questions for top management:

Do you practice mini-company ideas in your areas of responsibility?

Do you put yourself at the level of your people/employees to review and assure the integrity of the total management system?

Is there a good checks-and-balances system developed and functioning?

Is the whole management process comprehensive enough for even strangers to understand?

Does your genuine inner desire match what you practice at work?
